I wasn't clear enough. What I meant to say was that the manufacturers probably underrate their cars slightly to take into account the variation of fuel quality. This variation is much more noticeable in turbocharged cars than in NA cars. Then there is the question of atmospheric conditions, higher temperatures also cause turbo cars to lose power.
So, if someone goes on the dyno with their new car, they can't be "unhappy" with the manufacturers for misrepresentation. Also, these days, having so much BHP in a car is anti-social, so they might tone it down a bit. In any case, all you're concerned with is acceleration and speed. So if a car of 2 tons advertises 10 BHP, but does the 60 in 5 seconds and 155 mph on the limiter, who are we to argue right? 
p.s. My comments are guesstimated hypotheses based on social norms and manufacturer's issues with marketing, so take them with a grain of salt if you wish...
