Some of Bombay's roads suck, especially after the crazy monsoon we experienced. 
I don't know if you've ever been to Delhi and the National Capital Region (NCR)...man that city has some of the best urban infrastructure in all of South Asia. Brilliant roads, expressways, a killer metro and high-speed rail system, BRTS etc etc. I don't know how long it's been since you last visited the country, 'cause our highways and state expressways are quite nice, and this isn't limited to urban areas, it is a country-wide phenomenon.
