London is a favourite summer retreat of rich Arab families, Sheikhs included. They fly their cars over there and get a 3 month permit, during which, they drive them to Paris, Monaco, Nice, Cannes, and all around the French Riviera.
This particular Veyron, along with another one, belong to the son of the Ruler of Dubai and current Vice-President of the UAE.

Again a sheikh's car. The other day i saw a SLR McLaren being loaded into a passenger plane. My friend works in emirates so he told me that this person paid for it in terms of kgs. As we pay for extra baggage.
