like rohaan said, these are parking aids for places like downtown tokyo or yokohama etc.... but I always disagree with them, what if there is a bollard in front and the side of the car, this pole wont to any thing because the bollard sits completely out of sight, and if you did not pay attention your car will be badly damaged.
btw bollards are used in EU a lot, there were some in Karachi but were stolen by "heroinchi" bhai loag just like they steal man hole covers. There are some cars that actually need parking aids because you cannot actually see. e.g. a large panel van, it has a mirror on its back and front, the first SAAB 900 by GM, the rear glass is very very high, so high that you absolutely cannot see anything directly behind you if it were closer than 10 ft.
