Buying a used Yamaha ybr 125 G bike need guidance

I am purchasing a used bike, and the person I am buying it from says that the bike is registered in his friend's name. I just asked while dealing please show the availability of his friend but He says his friend does not need to be present as he has his friend's CNIC copy and all the bike's documents and original number plates each and everything by him self. Is this an issue?
Or I should go for it

my friends 125 is stuck as he bought from some showroom and now when trying to transfer biometric n/a (has all documents/id card in hand)

Bikes are usually exempted from physical inspection (at the time of transfer), at least in Islamabad but the original owner must provide a biometric for sale in your name. A mere copy of his CNIC will not work.

You must get a biometric from the original owner.
