I could say that firstly a lack of education and secondly poor upbringing by parents is the cause of such behaviour. I myself have witnessed an elderly man (passed away now) encouraging his son to bribe the traffic cop Rs 100 while getting his driving license renewed. If parents are like that then imagine what the offspring will be like. My advice would be to guide your relatives and friends well and do your bit.
