Adding sleeves or not depends on the clearence between the piston and cylinder. The rule of thumb is 0.002" to 0.003" clearence per inch of diameter. I recall you mentioned that the pistons are 66mm diameter and 025 was stamped on the crown so we can assume that your piston OD is 66.25mm. With that piston size your cylinders should be no larger than than 66.38mm to 66.45mm. DO NOT USE FEELER GAUGES TO MEASURE PISTON/CYLINDER CLEARENCE. The proper tools are a micrometer for the piston and a bore gauge for the cylinder. Read this for more info:

While taking cylinder readings you will have to take multiple reading down the cylinder at 12, 3, 6 and 9 O'clock to asertain if there is any ovality or tapering of the cylinders as well as formation of ring ridge of cylinder wall. Permissible ovality is 0.005" and pemissible taper is 0.005" also.
