Lenovo Vibe P1m (4G, 2GB RAM) for ~17900/-, but you can get in ~16500/- after bargaining. Below this price range is Lenovo A series, which is not recommended. Its camera is not very impressive, but its performance is very good even with 64 bit 1.0 quad core cortex A53 processor and display is quite good, but Honor 4C is better choice.
Honor 4C is better than P1m, except for
1. P1m 4000mah battery and exceptional battery timings (10-12 hours screen on time with 3-4 days in one charge).
2. P1m has splash proof nano-coating for water resistance, so it can survive liquid spills and rain-drops.
3. P1m lack compass, so it will show your location on GPS while navigation, but will not show in which direction you are heading towards. Sample photo attached of phone having no compass.
4. P1m has 16GB internal storage, but that's not an issue, as your usage is light.
Amazon fire phone is not good for Pakistan. Its better to get officially released or well known phones for peace of mind.
American models, especially carrier based are more suitable and optimised for American use only. They may have signal reception issues in other regions, its normal. Its very common with LG phones, especially G3.
Set these two settings (wifi setting and location setting) to exactly what is shown in screenshots and then try locking GPS outdoors, if still it doesn't lock, then remove the phone protective case and even back cover and then try locking GPS outdoors and post back the findings. It seems silly, but it helps sometimes in low signal reception.
