Nexus 7 lacks many features keep that in mind,but it is value for money.My suggestion would be Ipad with any android phone which suits ur range better.

Do we need a very high fi mobile for google maps for finding directions on road??

My ideos supports GPS maps but navigation is not available in Pakistan or for Karachi as far as i have tried it its says " not supported", But once you are connected to the satellite it will tell you the accurate location with the help of GPRS or you can download offline maps then you will not need GPRS just a stable satellite connection.
The spec of NOIR is not clear on there website but galaxy Y supports GPS too
