Mine is 16 GB. New one at budget of 30k may not be possible at this time. However you could find gs3 used in this budget. And in market you could easily find HTC new sets with in your budget. What I emphasize here is that you may look not less than dual core and at least 1 GB of ram.
Nexus is very good hand set in this budget in terms of speed, processor and screen. I have purchased a good cover with back protector for peace of mind, though it is not fragile in any case.
The lackings I have found based on my experience :
1. No external memory card.
2. Battery drains fast however it can easily last one full day with me. But I guess, that is more or less same with all smart phones.
3. It heats up slightly but not to the level to make me uncomfortable.
4. My final verdict is that I would not hesitate to recommend nexus 4 to any one with limited budget. HTC One, I5 and GS4 are better but with huge difference of cash.
