I have both. While I prefer the 10th gen, and it is definitely an improvement overall, the 9th gen in good condition is not bad by any standards. In the price that you have mentioned, a well maintained 9th gen is a very good decision.
For bumpy roads, I will be honest. Corolla might actually be better than civic. the suspensions are softer in a corolla. Otherwise, I prefer the civic over corolla due to seating position and interior looks etc. (I prefer the Honda styling in cars, over the Toyotas).
Compared to city (I had the city too for a few months), the civic 9th gen is two or three grades higher. Much better. You will not regret the 9th gen (if you get a good car).
