As for Liana's CNG consumption... a factory fitted CNG Liana can do around 150km in city and does around 200km on highways (the figures are from Islamabad...it can vary from city to city). * The last time I drove my Liana was September/October last year
But remember never ever buy a abused Liana.
Brother its a friendly advice not to go for liana because as all it has the sensors and card problem that cost very much go for a city it has the best ever average and low maintenance

Bro just think alot on it because its your money that u had earned after hard working so u would not like to spend it over some thing that will make u go crazy after buying it. Khd socho ke koi apni car jo 3 se 4 sal purani ho aur uski buy 14 lac ke kareeb ho usko 6 to 7 lac mei ku bech rha hai jst because liana mei issues aye one of my very closest relative bought it but ek din barish ka pani chale jane se uska ek sensor kharab and it cost him above 15k tou khd ap dekh lo kia car hogi. Mei ne drive ki hai ye nh kahun ga ke drve buri hai ya average achi nh best hai but the thing is us mei card system and sensors itne hain jo thek thak issue bn jate hain.
Secondly u know 2000 civic in good cndition is very hard to find aur jinke pas well maintained hain wo usey bechte nh bcx its a gem han repainted bht mil jyn gi so its a advice ke ap city ke liye chale jao easily available hy scndly parts asani se available hte hain aur average bh bht alla hai no comparison of honda with suzuki

After market CNG is simpler and easier to understand for the mechanics. While buying an old car ease of maintenance is to be considered. Also the vehicles with factory cng are mostly not in the same position as they came from factory.
Also there used to be some issues with head/ tappets in Liana 06 model. The tappets had to be very frequently adjusted for cng vehicles (my personal experience), whereas petrol vehicles were much better in this regard.
Don't buy anything abused either it be Liana, Civic or City .............. all these cars will become nightmare for you if you end up with such vehicle

2000 civic ki khi mei bh price 7 lac tk hai jo achi maintained hain even my friend is selling his car and asking 6.90 lac jb ke uski car pe thore bht scratces hain
Let me give you a sincere advice. If you want peace of mind buy a Mehran in the mentioned budget but if you want to spend all your day at the workshops, nights awake and weekends at spare part shops insearch of used parts then definitely buy any of the vehicle that you have mentioned (more than 10 year old). Again its your choice and I know every one is going to say that read the main post he needs a sedan but again its a sincere advice.
LIANA is junkyard stuff full stop.
Civic is good but very expensive to maintain.
City EXis 2002-03 is your best bet.
in 650k budget i would advise to go for a jdm . if u buy this much old car like 8 year + it will be pain in ur head !

Albeit it's not in ur list, but i'd also suggest you to not to go for a sedan in this budget, go for a hatchback (i.e., Cultus) , would be more peace of mind. Otherwise, i'd vote for City as well.
go forcity without a second thought,civic is a little heavy on petrol and liana is the worst option
