if u r getting 18 on highway then 10kg x 18 = 180 should be ur average as well
i dont know how people get that figure on local drive on this model civic, though once i also got 150km without ac in local drive 
not once though few times got 136 140 as well, i guess that was slow drive + some real eco setting of cng + some really 9kg+ cng as well
but i am happy with good pick, too much eco setting reduces pick n u have to shifts early gears by pushing, kiya faida phr
even mehran would overtake u while u r pushing in early gears lol
mostly u r driving on petrol so u should get it checked, when was the last time u got ur spark plugs n air filter cleaned or changed n throttle body done? also whats your idle rpm? he has set idle rpm at 600 :o
