I have Suzuki 1000cc Alto Pakistani and changing its coolant with Havoline X-tended Life Antifreeze/Coolant Concentrate just need your expert option should i add 1 liter water with 1 liter coolant or no water is needed ? Please see attached file for coolant description.

You have to add a 50/50 mix of this coolant and distilled water
The dilution ratio must be mentioned on the bottle some where .....
It is recommended that this product not be diluted with other coolant formulations by more than 25% in order to maintain performance claims.

Yes, 1:1 mix of coolant with distilled water. Don't mix plain water.

It literally says concentrate on it. You have to cut it with water, the premix kind (very rare but caltex/chevron/havoline sell it) is used as it is.
You will need two bottles of this as your car holds about 4 litres of coolant/water.
If its rusty inside you need to clean it first before adding this and water.
