i have never tried 165/70 R13 so cannot tell but this spec is rarely available in the market as far as i know. better stick to 155/80 if u r mileage conscious.
no idea about current prices sorry (im out of touch regarding auto maintenance these days due to some commitments), AkbarGr8 has gone through this phase recently so he might show up & give u a better idea.
not too sure, perharps roughly around 8 to 10,000/- for power steering i guess but i wont recommend to go for after market PS.. better get an FF PS car
what indications/ sounds are you hearing, that might help to diagnos.. but mainly the dampers & springs wear out quite often, other than that their can be ball joint, steering rack/ box/ column, axles or worm out bushes acting as culprit. but its really hard to tell without examining..
