i know what neons are, but im not sure if the'y can be used in a similar way. neon gas is filled in these glass tubes, and when an eletrical charge is providedbetween the electrodes, it glows.
this application is also used to make angel/eagel eyes, but its a long process and can't be performed at home. such angel eyes are called CCFL rings.
you can buy them of pre-made.
however there is another way, you can simply replace the lev bulb with a small neon bulb if you can find one.
