Does changing the tyre size really effect performance and fuel economy?

I'm using 185/65 R14 in Toyota Passo , However stock size is 155/80 R13. If i want to increase fuel efficiently, will 175/70 R13 help me ?

Width effects the efficiency.....wheel size doesn't.
