The current situation of the used market cars is (Will try to tell you the current situation) with around 1million you can only and only get a car with the most recent model and less driven car is Mehran.
Then its cultus, Then suzuki liana, and then toyota corolla indus. (There are many other options as well like old JDm 660 cc cars, or lancer, or santro and honda city, civics, etc)
If you do a little much khawaaari and you can find decent neat cultus and indus corolla near to 1 million.
Cultus 1.0L engine, Indus 1.3L, 1.5L and 1.6L which every you find.
Tbh i dont really know about their fuel average so cant say anything, sorry.
Cultus is newer, indus is older
indus better builtin quality than cultus
Indus is sedan car more space.
take cultus or indus to anywhere they will never say No to you.
maintenance cost. i guess that will be the almost same. indus is old car but its still very popular and there are many many halfcuts are there. indus corolla wont die in pakistan in any near future.
indus is old cr but there is no match with indus in terms of builtin quality, performance, comfort etc.
if you are fond of having cars like sleek and decent exterior. and not like these monster kinda modern shapes. Then search for neat indus bro.
But, i would say search for indus and side by side also for cultus. whichever car you find in mint condition buy it. Because for buying used car process, what happened in the end is after looking for a car of your choice for 1 to 2 months, either you will end up buying a car or you will say "bus corolla ho ya cultus jo b thek halat e mil jae le leni ab, tang ho geya ho." if you are not lucky ennough to find used car in few days.
inflation rate is increasing day by day, dont spend all your 1Million for buying a car. do some saving as well for yourself 
keep for around 1 lac just for save side, to spend on used car ater you buying it.
