Labour unions are cancer to national flag carriers be it railways, airline, steel mills, teleco operator, power generating enterprises, shipyards, shipping industry port authorities, etc etc (s)elected legislators flood people from their constituencies in such organizations making the organization go in a inversely proportional spin. To keep such organizations profitable & operationally strong Govt shall keep only 25% stake under control with symbolic representation in governing board privatise the system operations and managing affairs.
this is how emirates airline is operating - it is 25% owned by maktoum family of Dubai, supervised operations are under british managment, aircraft ownership is collateral from consortium of 4 DUBAI banks while 65% of sections are outsourced globally.
UAE national flag carrier is Eithad airways 35% owned by Abu Dhabi ruler Zayed family
managed by Australians, with French & Dutch from Air France, KLM & SAS.
