Well that is the 'demand' of the seller and he has every right to ask anything for his car. If anyone is interested in paying that much he/she can contact him..
As for 'own' or 'on' whatever is that, I have been against that for the last 15 years...I never paid that when buying brand new car, I would better wait than pay that extra amount. Forget about the individuals who are into this, the sharks of this business are the authorized dealers.
