perhaps the abbreviation is used for Transfer of ownership letter (TOL) or Tax TOKENs missing no wonder !
edited | if vehicle is islamabad registered and now transfer is taking place anywhere else in Punjab, there will be no record of Token tax payment in Punjab excise dept. That is another scenario for Tokens Missing. error.
