Bro, the whole question is not only related to Vettel and his overtaking skills it is related to the way the procedure has been defined, Yes, it is the same for the whole grid but the question that Vettel have asked is also related to the whole grid.
As for UK, he has not forgot Vettel's overtaking skills but he has acknowledged another statement where Vettel have criticised the rear wing device by saying that it will diminish the charm of overtaking for the viewers.
Also, don't forget being a World Champion doesnot only means that you got a No. 1 on your car or a trophy but it also means that there are some responsibilities that the driver have to perform and one of them is to become the face and voice of all the drivers on the grid as media, journalists and fans will give more weightage to the opinion of WDC then anyother driver apart from some very talented drivers.
The reason why Kimi, Hamilton and Button fails to becomes the new face of F1 after winning the title was that they have not been able to show their concerns as openly as being it was needed at that time. Kimi was as always with his I don't give a damn attitude while Hamilton was widely renowned as a PR robot and Button was just happy to become a world champion. So, be prepare for some more of such comments by Vettel throughout this year as he is the new face of F1 atleast for this year.
