Which rule changes?? 2022? If yes, then they are bigger then what we have seen in 2017, as they are dealing with the problems that was created by the 2017 rule changes. 2022 rule changes are all about aerodynamics of the F1 cars, as they want to create closer racing between different cars so they have gone for ground effect aerodynamics rather then the top side aerodynamics which will result in the cars having much cleaner upper body while aerodynamic down force will be created with the under body,
Also, from 2022 the tyre rim size will be increased to 18" inch rim from the 13" inch rim current size, so the suspensions and brake ducts will be change too, which is going to create another technical challenge for all the teams.
Yes, all the Mercedes powered teams have the same engine with same electronics control units and likewise all 3 other manufacturers also have the same engine and same electronics control units for their respective teams. But if you compare their performance and output then Mercedes is ahead of other 3 manufacturers while Ferrari for the time being is the worst in drive-ability. Renault and Honda have almost the same performance and drive-ability.
