I think you don't understand my comment, I was asking whom are you going to blame Mercedes, Racing Point or FIA. The FIA current investigation is not going to move them away from the blame, they are only trying to correct what was wrong from the start. Lets dig deep in this controversy to get the better idea of what was happening:
When a team starting to develop their new car they submit their concepts to FIA for approval of abiding the rules and regulations of next season, so when Racing Point did that with their RP20 concept why FIA approved it by examing casually rather then thorougly.
Also Mercedes has sold the IP of 2019 car to Racing Point without the approval of FIA, how did that happened?? Mercedes idea was not just to help of a customer but by providing a championship winning car's IP to a mid field team. They are affecting the racing scenario of next season where that team could do better then their competitors of mid field teams but the outcome of this is even more astonishing as Racing Point is not only better then the mid field competition but also are better then Mercedes own competitors Red Bull and Ferrari. Although in Ferrari's case it was a team's own error of having a design problem from the start because of aero correlation between wind tunnel model and real life model.
Racing Point is trying to do a back door to success with buying the IP of previous season's car which was the winner of that season and it was only possible because they are using the same engine. If Racing Point have a Honda, Ferrari or Renault engine do you think that they could buy the IP of Mercedes W10, certainly not and that is where the problem is if buying the IP is legal could you think that Mercedes would sold their IP to RedBull, or Ferrari or Renault. That is why Horner said that if what Racing Point did is deemed legal by FIA then next season the grid will have 8 Mercedes, 6 Ferrari, 4 RedBulls and 2 Renault.
This is a serious problem which all started because of the ruling authorithy's incompetence, one team's greediness and other team's cunningness. The solution should be a disqualification for the greedy team, a hefty fine for the cunning team and serious head rollings at the incompetent authority.
