As for wapda,kesc for us, i do not know of any policy that says you cannot install own generated power. You can and you should, if you can afford it.
But the fact of the matter is how many of us can afford it, the rates are Rs.300/watt for the chinese built solar panel, cells are from Q-cell Germany but the low grade ones they produce. I have been working on this for a long time now and on wind power too.
A normal home has a power connection of 5kw, if you want to get rid of wapda as you say, you will need to install panels around that mark. so 5kw is 5000w. 5000 x 300=Rs. 15 lac just for the panels. the installation would cost you alot and so will the wiring and the batteries ofcourse. The end figure would be something like 20~25 Lac. Because just installing the panels doesn't make them work well, you need veru good quality charge controllers, inverters which can even run an ac and even irons an microwave ovens and water motors. Then there is the fact that even if you do install 5kw of panels, it depends on the sunlight would power they produce, for that you need to install trackers, theses are hmm what can you say, type of stand with eletronic motors and sensors which sense at what angle a panel should be to perform to its max. They face the sun, whereever it is, because as you know the sun keeps moving and if your panels don't move with it, they will hardly produce what you want them to.
Look into wind enegy too, its cheaper, but i know there is not alot of wind in lahore so for there its not suitable, in karachi its working good.
Dr.mansoors idea is what i give to people, simple install a ups in your home and buy panel of 100w only as a starter, buy more battery. even if the electricity is gone for long the batteries and the panel would help you.
What scares me in installing all this expensive equpment is the quality of battery available here. You all may know by now they just last 1 year or 2. But for solar and wind you need deep cycle dry maintenance free batteries that are very good and last 4-5 years.
