By the way, other than the ticket in discussion; some people have headlights ON during day that too on high-beams which is quite annoying and distracting. DRL should not be mixed with that.

lighting hours are decided by the "poolce wala on duty" - if his afternoon lunch from his wife was useless burnt gruel then the lighting hours are of that on the planet Venus. That may change if he's wearing sunglasses.

They can be fined on having Lantern ON at day time and hanging along camel

that is the most assinine way to assess a law, Where I live - the hours are defined as - 1 hour before sunset and one after after sunrise, it makes this a binary system - either you are in or out. This information is already in the highway code book which the driver of the vehicle obviously knows about.

to quantify this and use in a court of law - you take that days sunrise time or sunset time (fajr n maghrib) and then compare the chalaan time - simple as that. -

Giving such "loose ends" to be decided by a patrol officer is invoking corruption. - What if the officer says - "meh kehta hoon yeh din hai - while its 2AM on the motorway"

It is difficult to figure out that that Code is. If it is "70", then it does not exist in the Code List of National Highway Authority. If it is "7" then it does not correspond to "use of Headlights in daylight"
