By tinting headlight, does it reduce the light or effect on drive in night time?

Depends on percent of tint.Minor tint won't have noticable effect

Once i went to know workshop for a friends car.
There was a guy with his car that has tints on the windscreen of his sports car, and he was arguing the workshop owner that headlights throw is not enough, vision is too low, install brighter headlights.

But some car decorator like segal motor claim that thy make your headlight smokey by pasting paper on it and it has no effect on visibility or light

This also reduces visibility. Just changes color for your mental satisfaction. In actual get original fogbreakers bulbs, they will work way better.

it is like driving car wearing your sunglasses at night.
Yellow Tint Head lights are for areas with heavy fog as in Scandinavian region.
No where in world people color tint the headlamps. why you want to waste money sir ?
