Yes if u can bear the harsh winter..there will be no greenery and major destinations will be closed...like deosai,babusar top,burzil top etc. In skardu u can visit sarfaranga cold desert,shigar fort,upper kachura lake,mantokha waterfall...shangrilla closes in november

Tatta pani in chillas is normally in very bad condition...other than that some portion around dasu dam but that is not a big problem..go slow and steady...all kohistan area has sharp curves and locals drive very carelessly
