60~70 km/h is no biggie for a CD 70 in average condition. Sometimes valve clearance can be the issue. Set the air-fuel ratio, change the lubricant, adjust the clutch cable, if you feel that it is not properly disengaging the transmission then check for worn out cable and replace it accordingly.
Gather information yourself instead of believing and getting done whatever the mechanic suggests.
