Before 25k km the brake pads has been changed already by the previous owner, so it means that either that owner was a race car driver who braked frequently or that the car has done about 60k+ km and even the aftermarket brake pads had worn out! Meter reversal is not such a big job nowadays, I think.
If the car has done excessive mileage since 2013 with engine parts worn out then it is possible that you may get bad mileage. If you personally know the previous owner then maybe you can ask for his opinion but if you have bought the car from a stranger then it is a bit difficult to gauge what type of maintenance he had done on the car and whether the odometer mileage is true or not.
Best solution would be to get a thorough check up from Honda (including engine condition) and then thinking of a way ahead.
