I am not assuming anything. I know the width of city's rims. According to your theory , we can also put 195/70/15 in city then right? If 195 is ok for rims being 5.5J then nothing else matters .
175/65l15 is the size which the company recommends where the cars consumption, acceleration, odo readings etc is perfectly balanced. For us, to deviate from that size we have to choose the size which comes very close to the company's recommended profile so that the deviation is as minimum as possible. Increasing the profile to 95 disturbs every parameter you could possible think of.
So, to remain close enough to the recommended profile the best shot is 195 60 15 where 195 seats good on 5.5j rims (just as you said) but with a lesser profile which overall doesn't affect the tyre dynamics too much.
