A Honda Vtec engine in 1.3 to 2.0 liter in line 4 cyl can no way constantly delivery 18 km to a liter. - that is confirmed. This is too huge a mileage for a internal combustion Vtec Engine, especially from Honda.
There is a software app available for android and Iphones, that can connect you to the car computer and you can see for yourself what is the average. So you can ignore the onboard car comp. calculation. Home made/ easier way is to put the 1 litre bottle in and jimmy up the fuel line to it and see how much it does at 60-65 km/hr CONSTANT speed. - so choose a light traffic road to test.
Moreover the issue with conflicting data also stems from fuel quality which is genuinely low in Khi & Lhr. (at least). A super /premium fuel should be about 92-95 Octane, while if you independently get a sample checked from PCSIR labs, you will know what the result is !! - local fuel goes down to as much as 87/86 /88 Octance number. The PSM reading the sensor data notes the lesser value and tries to adjust the valves & throttle etc. ... resulting in different averages with different vehicles.
