As for the ECON feature, well its been discussed in the main civic 2013 thread, compiling all that up including my own views for you here.
According to what atlas honda claims about this feature, its supposed to give you better fuel economy in city and on highway. What happens is that when you turn this feature on, you notice a significant drop in the throttle response, the feature decreases the effect of the DBW system all together. I felt the car trying to shift in higher gears somewhat more quickly with ECON. The performance of the AC is a bit decreased as well, though I wasn't able to notice and check it out properly due to the weather nowadays. Its supposed to be a bit more obvious in summer days.
What I reckon is, despite all the fuel saving strategies by the manufacturer of the vehicle, it still depends upon your driving style. It depends a lot on it. I mean, even if you're driving a prius, if you floor it continuously, it will draw fuel and rev its engine harder, resulting in bad fuel economy (not what its expected to do, lol).
Same is the case with the civic, if you have, what they call a heavy foot, the econ will be of help in saving fuel. But if you're a calm and peaceful driver (like me (A)) the econ will hardly make any difference in the overall fuel average of the car. Probably by 0.5kpl or even nothing at all.
Because with a light foot, you're already doing what the ECON is supposed to be doing. For the people having rash driving habits, it will retard the throttle effect resulting in a slightly better economy.
It hasn't got anything to do with speed limit or gear limit or anything, because of course, a person using econ won't be driving above speed limits, thats for sure. Above those speeds, the fuel average IS screwed no matter what you do.
As for the oh to hundred, well honestly I didn't check it for a fact. Because for me, a car's performance depends upon how it behaves ABOVE 100, and trust me, the 9th gen Prosmatec is very good at it, and I am sure the timing will be slightly better than the previous generation.
