First one looks better though its clock reading is tell tell sing of reverse mileage 7333*
I am not sure how it works in civic. but most electronic clocks can be changed by attaching equipment via ecu port so physical tempering may not be there in all cases.
General guide of tell tell signs if the car doesnt match its low mileage, check for gear knob is it too shiny by the wear and tear, its steering wheel (if used without cover), exterior will also depict age if car has been used rough for closer look for minute scratches all over the paint , bonnet and bumper will have stone chips marks from roads that is if not painted, wind screen can also have wear signs. Driver seat right edge will have wear signs form sitting in and getting out of the car, check if its not more than normal.
For engine, check oil level and color, open the oil cap it shouldnt have cappuccino deposits or water traces, check coolant it shouldnt have oil droplets in it.
sure a good managed car will look and feel better regardless of mileage, but as its a machine and will have parts that have running life, ie timing belt(must change if buying used car), alternator, water pump, adjusters, suspension parts bushes, rubbers etc most gave way after 150K and should be replaced
check for major accidents under the bonnet and in boot, check for uniform paint job and factory lining on joints has no obvious different patterns.
rest good luck!
