How to clear Safe custody from my car

Can any one confirm how can i clear safe custody from my file, as i buy this car in 2020 from owner but didnt transfer to my name now sindh govt is forcing to transfer on current owner but i can't transfer it as owner assets are hold in Court due to any illegal activity by him. i am attaching report . Please guide me

sadly it can only be resolved / cleared for transfer through the court order. The ppc clauses mentioned are of fraud & forgery conducted by group of people., (your) vehicle registered under CNIC of criminal is blocked.

Meray mutabiq to kafi sari ho sakti hain. Open Letter is common in sindh.
