I'm based in Islamabad have kept plenty of Karachi registered vehicles even now have one
Sharing my experience
I only inform my excise agent at Karachi with the registration number of my car he pays road tax sends me the payment reciept over whatsapp later via courier
He has never asked me for the registration book

for a high end german we keep in islamabad ( KHI regd ) it was the practice but 1 fine day i did it myself and there was no record of payment the print out we use to get was fake, because unless the book is stamped it is all fraud.

now guess how much for 4 years for a 3500 cc vehicle & wht we lost.
i managed it by adjustment of delayed penalties but had to pay / deposit a 6 digit amount in treasury got book stamped.

I would say this a bad luck for the person who cheated you mine first interaction with this guy was back in 2011 I bought a JDM from a showroom at Karachi showroom reffered this guy to me to my experience may be he charge more than others as his service charges but have handed over many times complete return file of my cars for transfer purpose I agree first time my anxity level was high till I got file back with me
Till the date none of the book is stamped and all the reciepts against payments every year are accepted at the time of transfer when I sold out any of the subject vehicles

Pull out the previous tax payment receipt add 7-10% thats is yearly tax applicable. if you wish to pay nearby national bank clifton next to shell pump accept motor vehicle tax, national bank PIDC & national bank kandawala building have excise counters. 9.30 to 2.30 is their timing.
