ok. i have been in a similar situation. so it all came down to the actual onsite inspection when i went to see the car.
if the person is reasonable deal can materialize. i paid down payment (minimal 5k-10k Rs) to confirm the deal.
gave the seller 1 week to arrange all the relevant documents to ensure transfer. once i paid rest of money and took delivery of the car, i kept 15k as security in case any paper is missing. once the papers got submitted for transfer in the ETO office, i transferred 15k online to the sellers account on the same day.
Choose rawalpindi to check and finalize the deal. preferably the actual address which is on the papers of the car is the right place to do the deal (which seller should endorse, if he is true to his word regarding being his uncle's place and ownsership).
Regarding token i asked the seller that he needs to pay the token and give me clear ride since it is pre requisite for transfer. which he did. costed him 9k but that is sellers responsibility anyway. and now it can be done ever so easily using the app and you will be able to verify that token is paid till june 2021 easily online.
Sir last but not the least, trust me cheechar sellers/people have cleaner cars
