Islamabad excise: buyer does not transfer vehicle on his name

Dear all,
I sold a islamabad excise registered vehicle to a buyer in islamabad in june 2021 and asked him to transfer car on his name and almost after 6 months buyer has not transferred car on his name.
To ensure timely transfer, we did a sale agreement often known as sale deed in which it is explicitly written that buyer has to transfer vehicle on his name within 7 days if he doesn't then he is solely responsible. We got his sign and 2 witnesses sign as per the format.
We also provide him all the documents required for transfer such as transfer letter, nadra biometric slip etc. The timeline of nadra biometric slip has passed as well. To be on the safe side in last week i have write application to director excise and chief commissioner complaint cell islamabad as per the format available on city islamabad app.
Now my question is the steps i have taken is sufficient or what else can i do?

Submit a written application in the excise office and get receiving on the copy. Keep this receving copy with u. This should be sufficient proof. Write everything in the application which u have just mentioned in thiss text. Also refer to online application.

I too bought a car in Islamabad and even though I didn't sign on anything like this, I wanted to get it transferred to my name but couldn't because of my busy schedule. I have the biometric slip plus smart card but more than 2 months have passed. What do I need to do now to get it transferred to my name? Which documents do I need?

I have heard that they fine you if the biometrics are expired but they still do it. Is this true or do I need to get new biometrics from previous owner?

@kjohn_18 yes i recently sent excise the letter along with documents through courier and have their receiving receipt. Anything else?

Same situation here however car registration is of karachi, sold to buyer almost 2 years back and still running on my name. Will application to exercise office karachi solve the issue as others have mentioned of islamabad office? Any guideline will be appreciated

@gallianali you should write to excise office karachi thats the least you can do. No point of islamabad office. After stamp paper thats the second proof we have that we have notified the relevant department agay wo janay unka kaam.

Call buyer and ask him to get it transferred on his name. By informing excise u have proof that u have sold out this vehicle. This is good for ur own safetly. Obviously u can not fight with the buyer and force him to get it transferred u can only request although its written in the stamp paper.
