Nope. Islamabad Excise Office keeps all the original docs / files with them, and only give you smart card, No. Plates, and receipts when you yearly pay token taxes. I think, they give nothing else.

I submitted my car transfer documents via agent in feb 2020 with life time token, the delivery date was 25th march, online its still showing in process, what might be the issue, any idea guys.

By the Grace of ALLAH ALMIGHTY (and somewhat a sort of bit luck), I just had been successful today, in getting my current ride transferred in my name, from the Excise and Taxation Office, Islamabad, however, due to load shedding at the 11th hour, and extreme rush, I was not able to finally submit my docs at the Window No. 2, for issuance of new smart card in my name, etc.

Will do it tomorrow, or day after, IN SHA ALLAH.

YES. I think, Excise and Taxation Office, Islamabad, has now been fully opened; for new registrations, transfer of ownership, Token Tax payment, etc. i.e. any / all sorts of public dealing, however, there is extreme extreme rush.

I reached there around 9:45 a.m. and till 1:30 p.m. (when my Himmat jawab dey gye, after continuously standing for about 3 hours and 45 minutes in different queues and always on the run), I was only able to only get the vehicle inspected from the inspector, get challan from the window No. 6, and submit dues in the NBP Br. inside.

Despite all the efforts, I could not get the relevant docs and current smart card submitted with the office, and also apply for computerized No. plates.

I think, the timings are from 9:30 a.m. to 3:30 p.m., however, public dealing, is only up to 1-2 p.m.

After 2 p.m. at max. (and 1 p.m. on Friday), there is no public dealing, and they close their different relevant windows.

Tbh, getting your legal work done, legally, from E&T Office Islamabad, is not less than "Juye Shaaeer laina" for a common man. I was extremely disappointed and exhausted today.

If I share my experience from today, I had already went early. There were 02 inspectors there for vehicles inspections. One of them only signed and asked me to go to window 6. When I reached there, and after lots of waiting, when my turn came, the personnel objected that my docs have not been stamped by the other inspector.

I was like: W**? Is it my job, to have everything ready? Shouldn't the inspector had thoroughly checked that whether my application has been stamped or not? Is everything complete? And after thorough inspection only, he must have asked me to go to counter 06.

Kuj puuch lein to inspectors khanay ko aur larnay ko partay hain.

Their attitude is extremely rude, harsh to the general public, but none is their to scold / question them.

Anyways, I again returned and entered the queue, and after lots of khawari, I was able to get the receipt from the window, to pay token tax and transfer of ownership fees in the NBP. I then again entered the queue and submitted dues in the bank. When I returned at counter 02 for submission of docs finally, and pay for smart card, etc. fees, there was no electricity due to some transformer failure. Generator misbehaved and refused to work properly. I got so much exhausted, fed up and frustrated, that I left, and said that I'll submit the docs later some day.

Despite all efforts, I was not fully successful to finally submit all the relevant docs and old smart card at counter 02 today.

For Islamabad Excise, it may be noted that if anyone wants transfer of ownership, he / she must first apply online at http://58.65.128.82:8081/vehicle-transfer

When application gets submitted, an ID / Code will be generated, and it needs to be mentioned on the application form, which you fill by hand and submit at the Counter 06.

If you do not do it, either the inspectors won't sign your application, or, the person at window 06 won't receive your application and object.

Do this before hand, before starting any physical activities and nass pajj (By chance, I had already applied for it some days ago randomly, and noted down the No. of that ID with me, and it worked today).

Another factor which upset / infuriated me were the agents. They have no regards and respect for the general public, anyone standing in queue, and are extremely dhaaeet and bezameer.

I even shouted at some "gentlemen" that why you even let them enter in the queues? Why don't you scold them?

Harr banda chupp / behiss ho k khara hua tha, and none spoke or burst.

May be, they were also fed up / tired, or may be, they had accepted it as part of their life.

I also fail to understand that why we even engage these agents and mafias? Why don't we boycott them? If everyone decides that he / she is going to do everything by himself / herself only, and is not engaging any agent, and giving him a single penny, whatsoever happn or whatever it takes, these agents will automatically get phased out.

But since, as a nation, we are all jaldbaaz (some are parlay darjay k Chaw***) and can't wait to have the things done properly, patiently and timely, wahein sey inn agents ko sheehh milti hai.

Today, I saw a very aged man with age 75 / above, and hunchback type, to submit docs, pay fees in bank. Everyone took pity, gave him the way, and he submitted the docs.

Later, he repeated the same after every 10 or so minutes. People stopped taking pity, but he didn't care. later, it was revealed that he was also involved with the agents, and was exploiting his age and buzurgi to do all that.

Aisay log b hotay hain jo apni umer, buzurgi ki parwa kiay bgaaeer, hamdardian samait'tay hain and exploit kartay hain.

May be, he is in need of money for his home, but dusro'on ko exploit kar k and unnka haqq ma'ar k faiday uthaana b to munasib nai, k main buzurg hoon, mujhay khudd hi sub jagha dey dein gey, and ka'am jaldi ho jyein gey...

An update:

So today, I had been finally able to submit all the relevant docs and old smart card at counter No. 02 of excise office, so that new smart card may be issued, and also apply for new, computerized No. plates.

I reached there around 9:35 a.m. and there was a very very long queue. They had not opened the gate. The gates opened around 9:45 a.m., and most people were to submit dues in the NBP.

I was the 2nd person at counter 02. There was no rush at counter 02, and my procedure completed within 02 minutes. I then went to apply for computerized No. plates, and after around 10:10 a.m., I was outside Excise office building, and with this, my recent experience of transfer of ownership at Islamabad excise office, comes to an end...

(It may be noted that office for sure opens by 9:30 a.m. but public dealing for the general public, starts around 10 a.m.)

Brother I do not know, as my car did not had any old No.plates issued by the Islamabad Excise Department.

In fact, computerized No. plates had never been applied / issued, even for once, in past 13 years of my car's history.

I was the first one to apply for computerized no. plates today.
