NICOP is for Pakistanis living abroad (they have Pakistani Nationality) and they can be dual national as well. Whilst POC card is issued to other nationals for example non Pakistani spouse of a Pakistani National, or someone who has given up his/her Pakistani nationality to get nationality of another Country with which Pakistan doesn't have treaty for dual nationality!

If you are living in islmabad or pindi ? or if uyou can visit islamabad excise, ask from or any reliable agent, or try calling to excise department for more clarification.

bhaiif you have any alternative document against RTO biometric slip, meherbani farma k ap khud he jao excise office transfer k lia, awein agent apney paisey bananye k chakar me uper nechey kahani na bana de. If your previous owner is cooperative, matlab jo document un sey chae ho she is ready to provide you for a car transfer, phir awein agent ko paisey dene ki keya need hai. but its your own choice k agent k thro karwao ya khud

I totally agree with you. Actually owner is out of Pak and will return after 2 months.. or do mahiny mein wait nhi karna chahta Owner is very cooperative otherwise!

I am bogged down with the same piddling rule.

I recently purchased this ISB registered car from a dual national (Pakistani/German) owner.

I have no other option but to wait for the previous owner to arrive so that I can get it transferred to my name.

So I opted for a lesser of two evils. I got this affidavit and made a sale plus tranfer deed (by myself), have it mailed it to Germany and he/she after signing the official paper got it stamped from the Pakistani embassy there and sent it to me.

I am waiting for his arrival, so that I can get the biometric verification done.

Meanwhile, it will be much appreciated if you could post the procedure once you secure the vehicle’s ownership tranfer.

Moreover, I would like to request if you could please share the (now) annual token tax of vehicle under 1000cc (2k13 model).

Any help ( information) in regards to the aforementioned queries would be highly appreciated.

for 1000cc it is almost 40k with transfer fee n life time token

this affidavit thingy is legal and u can do that on behalf of rto biometric slip. if your car is on the name of previous owner. and token tax is due. islamabad number under 1000cc category no more annual token tax, have to pay only lifetime token tax. which is 31000 for nonfiler and 21000 for filer person. gari ko transfer karwane sey pehley us k due token paid hogey warna gari transfer nahi hogi. agar ur lucky enough and ur previous car owner is a filer person then u have to pay 21000 for lifetime. if he is nonfiler then 31000 token pay karnahoga, coz abi gari previous owner k he name pe hai. transfer fee is 1200rs. as your car is not 10years old of her age so idk if there will be any other taxes are applicable or not.

Let me try finding on ethread where someone share the whole procedure of transferring his car.

Procedure for Vehicle Ownership transfer in Islamabad E&T office

Assalamoalaikum, I have recently bought an IDJ Landcruiser BJ40 1979, the vehicle is in Gujranwala (my home), previous owner in Lahore and I am in Dubai, someone told me that recently the transfer procedure in ICT E&T office has been changed and both the seller and the buyer need to be present, with finger print verification and once the procedures are completed only a registration card is issued to the new owner. Guys! Finally I managed to get my car transferred and all you need is the passport copy with entry stamp of the foreign country or if seller is in Pakistan then seller should go with you. Biometric data is not captured by NADRA for POC card only. I am attaching the exemption letter as well for you guys.
