Guys! Finally I managed to get my car transferred and all you need is the passport copy with entry stamp of the foreign country or if seller is in Pakistan then seller should go with you. Biometric data is not captured by NADRA for POC card only. I am attaching the exemption letter as well for you guys.

I am facing the same problem.
Couldn't get the fingerprints of a POC holder.
Could you please assist me how you managed to get it transferred on your name.
