Most cars' fuel efficiency peaks at speeds between 70-80km/hr. Any slower and the engine has to work harder to push the car. If you go faster, too much drag will lead to more fuel consumption.
At a speed of 6-8km/hr the car might use less fuel because you are not pressing the pedal, but it will also take longer to reach its destination, so fuel consumption will be actually higher for the duration it takes to reach its destination. Also the engine will be working harder since the car is hardly moving.
If you drive at a normal speed and shift at proper RPMs you will get there sooner and hence consumer less fuel.
