If you want to start with compact cams and don't wanna buy DSLR straight away then take Panasonic Lumix FZ100.
I did the same. I bought its previous version Panasonic FZ35-K and learnt all manual functions on it. Panasonic digital cams are not famous in Pakistan market but read reviews and u will notice that worldwide they are rated top level super zoom compact cams. Plus no other non-DSLR cam gives you better manual control than this Panasonic.
Once i was done with learning the controls, i sold it and bought a DSLR 
Now if you want to start with DSLR then very simple choice 
Canon or Nikon !!!
In budget range of Rs. 40-50K, u can get Canon 1100D or Nikon D3100.
In mid entry level DSLRs of Rs.75-85K, we have Canon 600D and Nikon D5100.
The rest are quite expensive and pro level as well.
If you have some family members/friends who own DSLR then u can easily decide the brand family as u will get the benefit of exchanging lenses etc.
There isn't much to separate these two brands at this level. Buy any of these and you will surely be happy. Go to a store, pick them up, get the handling feel and choose !!!!
