ideally the engine should reach its optimum tempreture as early as possible and remain at the reasonable tempreture range in all operating conditions
thermosat and automatic fan are necessary to keep the engine at optimum tempreture
the thermostat valve would not let the water circulate in the engine untill the engine has reached the optimum tempreture so never remove it
the automtic fan only starts when the engine need cooling down so never switch to manual
keeping the engine extra cool is no way recommended as at low temp there is more wear and tear and thats why its recommende to drive at moderate RPM(not speed) untill the engine reaches optimum tempreture
other problmes associated include in winters ur heater wont work properly/ quickly , the engine will take longer to heat up both in winter and summer,
pl understand these facts and then remove the problem not the things that are required for good engine health
cleaning the radiator is a must if the water seems rusty
use coolant always half half or 60:40 collant:water
usually the raditor designed for the car is ok in all condition unless it has dents or extreemly dirty with oil / deisel spray usually done at services that clogs the radiator
the fan spped may be enhanced with a relay it it is a old car
with ac both fans usually run all the time in swifts so pl check if they start operating as soon as the ac is started
