depends on how you look at Looks like a desi pizza, never tasted it so can really say if it tastes like a pizza.

Actually what they do is make a roti of maida and put a mixture of masala on it and than fry it. Yes as Raheel bhai stated it is damn oily because maida tends to suck oil when fried. Still a delicacy
