Actually, when you said that if someone who is not wearing helmet will be warned twice or thrice and then some action will be taken etc. etc. in part related to that i put a joke that if i have not used helmet for all my previous life, do you have a penalty for that, so that was my point.
Otherwise, i think i am the in one of the few persons in Lahore that who never drive the bike without a helmet, as you know, good rider is a good rider because he knows the rules, and by the way about the rules, i don't want to bother with that, as i think i am a kind of driver, if you made 100 rules more, i will be naturally compliant with them, as if i am already doing that. 
But, there is a remarkable thing that when you are out at road, there are no rules in Lahore. No helmets, no lane rules, no indicator, no parking sense, nothing, all fucked up and you are just going to do some zig-zag on the road, that's why i am always frustrated by the "so-called rules".
Don't worry about your royal member. If you give someone a name like that, you should believe one, janab!
