use it with 10:1 ratio but if engine is really messy than u can go upto 4:1

1.5 liter enough qty even if u make 5:1 ratio means 1.5l x 5 = 7.50 liter solution.
usually medium dirty enginebay takes 500 to 700 ml qty

definatly car needs claying and polishing ( to me car also need compound )
if u dont have experince for compound than clay the car than ultimate polish , top up with meguiars #26 paste wax , there would be visible difference before / after process inshallah
