Beating someone by steering lock even if he caused a major accident is not wise, although letting them go without scolding them is not right too :). One should be tolerant but these bikers, rickshaws, cars, buses etc who drive like there is nobody else on the road should get a beating once in a while. I may sound rough but we buy these cars from hard earned money and nobody should destroy/damage our property and act as if nothing happened.
Coming to your car, you have been advised correctly to wait till your next 5,000 or 10,000 checkup with Toyota and while you are there ask them to fix it and also confirm if they will charge. Spending anything above 500 on this is waste of money as some idiot will do it again and then again :). So learn to live with it.
