In the past there was an NOC issued by excise dept for travel of a vehicle from one province to the other in order to curb car thefts.

This proactive was stopped long time ago, but such lungi wali police wala's still use that old tactic to make some cash and those who fall in the trap help them.

NOC still exist and required if you are transporting your car on a truck and Police try to confuse people to make money..

its not required for normal travel on private cars ... awein they want chai pani

Exactly the same thing happened with me in the same police station. As my car showed number plate of punjab he told me to show NOC. I explained to him that NOC is required for Sindh registration cars but he did not believe me and told me that you are wrong.

All you have to ask them is show the notification that demands such NOC for private cars. Use some English, they will go on back foot... Saahb tou parha likha hai, janey do.

thier is need to widen M4 motorway from 4 to 6 lanes from multan to abdul hakim

Yes. Traffic is getting heavier day by day and at two lane sections of M4, mostly the traffic is going at 40-50kmph speed. There is need to widen the motorway.
