First u have to reach Muzzafarabad via the Murree Express way or the old Murree way through KOhala Bridge. Its a straight road to Muzzaffarabad. there within Muzzafarabad city a road leads to Pir Chanasi. You can easily find it, enquire someone about this road. The Road looks good at the start.. but as you move up wards it starts to get narrow and patchy... it good for most of the journey... but the slope is really steep. about your 2nd question yes i think so that any type of Car can go to the top. I saw a alto Mehran at the top. But the driver needs to be expert due to narrow road and some very tough turns specially on the way down.
